The Child & Family Services Supervisor (CFSS) is responsible for planning, coordinating, supervising, monitoring, and evaluating the delivery of comprehensive EHS/HS/ECEAP child & family development services and programs. This position is budgeted for 2000 hours/250 days per year with a starting salary of $19.92 - 20.91.

Education: A Bachelor or advanced degree in early childhood education, or a Bachelor or advanced degree any subject and coursework equivalent to a major relating to early childhood education.

Experience: Three years experience providing or coordinating early childhood education and/or family development services for children 3-5 years of age. Two years experience supervising paid staff.

***Current EOCF employees who have been with the agency five+ years and have no supervision experience may be considered on a training plan.

Bi-lingual highly desired.

Knowledge of:

  1. Available services and resources for families and children in the community.
  2. Principles of case management, advocacy, and family systems.
  3. Developmentally appropriate practices for prenatal to 3-year-old children (EHS) or 3 to 5-year-old children (HS/ECEAP) and current best practices in early childhood education. 
  4. Principles of child development and Early Childhood Curriculum planning.
  5. Principles of adult learning and staff development.
  6. Safe practices for children and adults.
  7. Basic rules and principles of grammar, written and verbal communication, and mathematics.
  8. Head Start / ECEAP Performance Standards and Personnel Policies.
  9. Computer word processing and spreadsheet programs.

Ability to:

  1. Exercise effective management of personnel, programs and resources.
  2. Work cooperatively with staff, families and community partners from diverse cultural, socio-economic and educational backgrounds. 
  3. Prepare basic statistical and narrative reports, business correspondence, and memoranda using a computer.
  4. Maintain confidentiality of records and information.
  5. Use the team approach to accomplish agency work.
  6. Demonstrate professional and effective written and verbal communication skills; receive information and feedback in an understanding manner, demonstrate problem solving and good judgment skills.
  7. Work independently and demonstrate flexibility to changes in work schedules and assignments.
  8. Learn TS GOLD, ELMS and ChildPlus data systems.
  9. Reference and interpret/understand Performance Standards and Personnel Polices.

  1. Report to work on a regular basis, as scheduled. Salaried exempt employees must work until their essential job functions are completed, which may require working beyond regularly scheduled days and hours.
  2. Perform and prioritize multiple tasks.

  4. Continue to increase professional knowledge, skills and competencies in job related areas.
  5. Attend and participate in local and out-of-town meetings as assigned. 
  6. Maintain confidentiality of program, staff and client information.
  7. Demonstrate appropriate professional behavior and conduct.
  8. Travel to outlying centers/sites regularly to support and monitor staff.
  9. Perform CPR and/or First Aid in response to emergencies as needed.

Key Performance Area: Planning, Monitoring and Evaluation

1.  Develop, collaborate, implement and/or monitor:

           a. an annual integrated work plan.

           b. program services

           c. annual budget

           d. program self-assessment

           e. staff trainings as identified.

2. Work cooperatively and pro-actively with other components to facilitate and assure delivery of quality program services.

3. Conduct regular classroom observations, periodic home visits, and review of lesson plans and individualization to assure delivery of quality    education and family services that meet performance standards, respond to the individual needs of children and families, and realize EOCF's outcomes. Provide feedback, technical assistance and training as needed. 

4. Conduct regular reviews of child and family files to assure compliance with program  policies and performance standards.

5. Monitor data systems, according to the agency work and Monitoring Plan.

Key Performance Area: Program Management 

  1. Monitor that classroom staffing requirements are met daily.
  2. Promote safe and healthy classroom learning environments.
  3. Assess and monitor that classrooms are adequately equipped and supplied.
  4. Provide on-going supervision of sites, including overseeing classroom facilities, maintaining a positive working relationship with property owners and others located at the same facility, evaluating maintenance needs, and requesting repairs and other related services from facilities and maintenance staff. 
  5. Assess, monitor and direct the development and implementation of transitions plan for children and families.
  6. Maintain organized, accessible and current record keeping and management system.
  7. Promote and facilitate parent involvement in all aspects of the program and the community.
  8. Drive to EOCF centers to conduct periodic inspections, provide on-site technical assistance, and respond to emergencies.
  9. Develop and coordinate outreach, recruitment and enrollment activities as needed. Monitor attendance and enrollment to assure that EOCF meets performance standards, and policies in this area.

Key Performance Area: Supervision

  1. Assign, coordinate, supervise, monitor, and evaluate the work of staff and volunteers to assure that EOCF's operations and services are provided and conducted in accordance with performance standards, agency mission, vision, and values, and requirements of grants, contracts, policies, procedures, and work plans.
  2. Coordinate and facilitate team meetings, including cross-component teams, to assure that EOCF's operations and services are provided and conducted in accordance with performance standards, agency mission, vision, and values, and requirements of grants, contracts, policies, procedures, and work plans.
  3. Recruit, interview, select, orient and train employees.
  4. Develop, implement and monitor individualized staff development and training plans.
  5. Complete performance appraisals as prescribed by EOCF Personnel Policies, including Intro and Trial Services Appraisal.

Key Performance Area: Communication

  1. Assure continuous and timely flow of verbal and written information to and from other staff, supervisor, program participants and community.
  2. Conduct all communication with staff, supervisor, program participants and community in an effective, respectful, timely and supportive manner.
  3. Prepare and provide timely and accurate written reports, memoranda and other statistical and narrative information as required or requested.
  4. Prepare and submit monthly reports in a timely manner.
  5. Prepare and present information and reports to EOCF groups and teams, including the Board of Directors and Policy Council, and to community organizations, agencies and groups.
  6. Maintain organized and accessible record keeping and filing system.
  7. Serve as an advocate for EOCF and its families in the community.
  8. Maintain confidentiality of program, staff and client information.
